How to stop the spread of malware on the Internet?

Hello. I have a few questions for information security experts.
Another suspicious site emerged in the window (not sure - do not click, I don’t think there are gingerbread).

Possible options:
1. Beat the window.
2. Punch whois, ip, domain / s, find out the host and write something to it like:
“Abuse report. I think these sites spread malware. Please stop it.
IP: 188.40.72.214
Domains:
firefox.defend-browser.ru/index2.php
browserdefend.com
antivirus-help.net
...
and so on

It is clear that the number one path is much shorter. I don’t think that the same Heitzner indulges in the spread of viruses, and judging by Alex there are plenty of visitors to this site. Therefore no one writes a complaint?

Actually I would like to be able to perform the items listed in paragraph 2 as automated as possible. Just press a certain button “suspicious site” and surf with a clear conscience further. Of course the server is not worth God knows what money, but at least at least some kind of loss reptile. After all, it will continue exactly as long as it is economically viable ...

Are there no such solutions?
