Coordination center proposes to cancel registration of “auction” domains of the Russian Federation

The Coordination Center of the national domain of the Internet has published the conclusion of the commission that worked on the investigation of deficiencies in the launch of the Internet domain zone. The publication is a continuation of the RF-scandal that accompanies the launch of this top-level domain.

In a document published today, the commission first reminded that the auction with a step-by-step price reduction was the most preferable in terms of preventing abuse.

Former Deputy Minister of Communications and Mass Communications of the Russian Federation, Alexei Soldatov, is accused of pressure on the Coordination Center, which led to a hasty decision on the date of commencement of domain name registration. Alexey Soldatov is also accused of blocking work on creating a regulatory legal act (Order of the President of the Russian Federation, Resolution or Order of the Government of the Russian Federation, Order of the Ministry of Communications and Mass Media of Russia) regulating the creation of a domain zone of the Russian Federation.

Alexey Soldatov is also accused of being a person affiliated with CJSC Regional Network Information Center, as his sister I.Rassolova. He is a shareholder of Regional Network Information Center CJSC. Based on the extract from the Unified State Register of Companies dated November 25, 2010, it owns 14% of the company's shares.

The document states that CJSC Regional Network Information Center, acting under the trademark RUCENTER, has registered more than 60,000 domains for itself for resale. The commission considers Alexey Lesnikova guilty of abuse, the general director of CJSC Regional Network Information Center, Alexey Platonov, the general director of CJSC Technical Center Internet, and also Alexey Soldatov. All of these persons were members of the Council of the Coordination Center at the time of the start of open registration of domain names in the national domain of the Russian Federation.

Interestingly, the director of KC, Andrei Kolesnikov, did not previously consider cybersquatting to be a problem. The head of the coordination center changed his opinion after the FAS intervened in the situation.
