Ukrainian mobile operators, Kyivstar and YuMS (now MTS) offer to pay for the traffic that you brought to your WAP site. Well, as an example, you created a site, placed it on the site of one of the operators, as I understand it, generate traffic (here your problems are like), for a month runs, for example, 500 MB of traffic (there’s another question what traffic will be considered). So, in Kyivstar, at least for 250 MB of traffic, they will roll you money.
And as far as I know, this innovation is really new, I have not heard about such proposals within the CIS.
