Here is a quick explanation from Skype regarding what happened yesterday.
Yesterday, we noticed that the number of online users suddenly began to decline, and we began to understand what was happening.
Skype does not look like a regular telephone network or the IM network, since it relies on millions of individual connections between computers and phones. Some of these computers act as "super-sites" (supernodes, supernodes) and are something like Skype telephone directories. When you want to talk to someone, and your Skype application cannot immediately find that person (for example, because he connects from another place or from another device), your computer or phone tries first to find a superrooper to find out how to contact who you need.
Usually available a large number of superuser. But yesterday, many of them went offline due to a problem affecting some versions of Skype. Since the Skype application needs super sites to establish a connection, many of you were unable to connect and go online.
What are we doing to help? Our engineers are creating new “mega superruns” as quickly as possible, which will help return everything to normal operation. It will take several hours, and we sincerely apologize for interruptions in your communication. Some features, such as multi-party video conferences, may require a little more time to recover.

Special thanks to everyone who knocked on Skype on Russia and sounded the bells. A special prize for wit - the author of the assumption that failure is a way to increase the number of @ skyperussian followers.
Watch
Skype Heartbeat to keep abreast of occasional problems (yes, yes, I know, it opened slowly for a while yesterday, but it still worked, and in the case of less serious failures it can be very useful).
PS
Skype Manager and other web tools do not work yet
