How Samsung Apps "loves" its customers

Dear Habrabraty and habrasisty,
Probably, many have seen Samsung’s advertising calls to attract all willing developers to write and port applications that have already been written to their mobile platform. Demonstration shows, presentations, seminars and other hype with distribution of buns to developers are arranged. And we, the sinners, also pecked ...
That's what came out of it.

We, i.e. Telecomax tried to place their Freeje application in Samsung Apps. Samsung managers immediately sent us twice from the doorway on a short erotic journey for not entirely transparent reasons. Here is the whole story with quotes correspondence with customer support:

1st failure

Application Title: Freeje
Result: Test Confirmation Rejected
Failure Details: Dear Seller,
Thank you for submitting your application to Samsung Apps.
We've reviewed your application.
VoIP (Voice over IP) services over WiFi or over a mobile operator network.
Thank you and Regards,
Certification Team @ Samsung Apps

A brief translation: the application is not allowed, as it allows VoIP services via WiFi or the mobile network of the operator.
Comment-question: What kind of VoIP service has Samsung dreamed of? The application is an elementary callback! True with quite attractive prices, Skype support and excellent quality.

Our first explanatory letter

Dear Samsung Application Store,

Your conclusion is not exactly right. I'm talking about this:
“VoIP (Voice over IP) services over WiFi or over a mobile operator network.”
Our application doesn’t really use any VoIP traffic network. Our application uses only short HTTP callback requests (~ 1kb). It means we use WiFi (or other Internet). Then our server makes it usual call to subscrubers over usual GSM networks.
So what can you do?

Their answer:

Short translation: Our shop does not allow “External calls by mobile network and external payment systems”
Comment-question: What “external” networks are we talking about? What interests of the “internal” operators are so zealously defended by Samsung?

I've received message from Certification Team @ Samsung Apps:

Our store is not allowed. ”
What does "External call serive over a mobile operator nework" mean?
About this?

Short translation: What does it mean “External calls on the mobile network? Give references to this rule. ”

And actually excerpts from the rules:

1.5 Only Samsung Apps b s billing is accepted. Billing solution it is rejected.
Short translation: Only the Samsung payment system is allowed. Third-party payment systems are not allowed.
Comment: We do not argue with this point, yes we use our payment system. At what the first time no one said anything about this! Add a samsungmani to your payment gateway - a couple of hours :-), of course, if there is a sane API.

1.1 Content must not use VoIP services over a mobile operator network.
A brief translation: The application should not use VoIP services over the mobile operator’s network.
Comment: The Freeje application does not use these services, which was written in the first explanatory letter. The second time was refused for the same reason, but in other phrases.

For reference:

For some reason, Freeje is perfectly allowed on the App store , on the Android Market (Freeje lite). Also pending on Nokia Ovi, it works great on Windows Mobile.
And, by the way, the very first Java Me version works on any phones with built-in Java support, including Samsung :-)

We modestly do not comment on the fact that VoIP applications have already opened doors in the Appstore and Android Market and Nokia Ovi for a long time. But that's another story.
But in general - draw conclusions, colleagues.
