According to Harlow, all the necessary functions could not be introduced into the first release of Symbian 3, because time was needed to switch to Qt tools and adapt the functions for a separate Symbian 4 line.
Also announced that the Symbian Foundation is becoming the only licensing authority, and all the tasks of developing the platform are shifted to Nokia programmers. Information has already been

Samsung and Sony Ericsson, which were one of the key members of the Symbian Foundation, have already transferred their products to the Android platform, so it is no longer interesting for them to invest resources in developing about 100 “packages” or functions of the Symbian operating system.
Initially, the idea was that each company would serve an equal number of packages: 20% for Nokia, 20% for Sony Ericsson, 20% for Samsung - but this did not happen. One or two packages were supported outside of Nokia, but the main part was already done by the programmers of the Finnish company, so the redistribution of powers that is taking place is quite logical.
