Resolution “On remuneration for the free reproduction of phonograms and audiovisual works for personal purposes”

Today the full text of the Decree of the Government of the Russian Federation of October 14, 2010 No. 829 “On remuneration for the free reproduction of phonograms and audiovisual works for personal purposes” was published. A week ago, this topic was discussed at Habré.

The decree provides for deductions to authors in the amount of 1% of the cost of almost any equipment that is produced or imported to Russia, except for "equipment powered by coins, banknotes, bank cards, tokens or other means of payment, as well as telephone answering machines."

It is not clear why the answering machines were not included in the resolution - after all, they can also record a melody on them and unauthorized listen to it many times.

A list of equipment was published, from which importers should pay 1% of remuneration to authors, and a similar list for domestic manufacturers. These lists contain everything: computers, telephones, flash drives, DVDs, magnetic tapes, televisions, any audio and video equipment, radios, projectors, etc.
