PayPal quietly allowed to accept payments to merchants from Russia?

That's what I found today on PayPal.

Written in a pleasant ear language, there is a registration link. It is tempting.
Signed up, confirmed credit card - in your account there is a tab "payment acceptance".
Know people tell me, am I the one to discover America or is everyone already up to date?
