In Russia, are going to actively fight the pirate traffic

The Ministry of Internal Affairs of Russia proposed a new way to combat pirated traffic - it is proposed to simply close access to foreign resources with pirated content by trunk operators. It is clear that first of all we are talking about popular torrent trackers.

The development of the proposal is engaged in the management of "K" of the Ministry of Internal Affairs of Russia Police consider pirated software, music and video actively downloaded by Russian users as pirate traffic.

“Vaults of illegal Russian-language content are leaving Russia for countries with weaker legislation in terms of copyright protection. The solution to this problem could be blocking illegal traffic at the level of backbone operators, of which there are not so many, ”Kuznetsov comments on the situation.

After K control began to work on arresting servers and revoking delegation rights to the domains of popular torrent trackers in the country, similar resources began to go abroad, using international domain zones to register their domains and hosting sites of other countries. As an example, such resources as piratbit.net and streamzone.ru, lib.rus.ec and goldenshara.com, located in Germany, France, Holland and Georgia respectively.

The main proposal of the "K" management is to change the bylaws that regulate the receipt of licenses for data transmission, without changing the basic law, the "Law on Communications". A change in the by-laws mentioned above will be to add a new clause that will allow mainline operators to block pirated resources, which will be indicated by the court, the investigation or the inquiry bodies. When providing a “motivated submission” from these bodies, the backbone operator will be obliged to block the resource indicated in the submission.

The “motivated submission” will indicate why the authorities consider a certain resource and traffic from it illegal. It is worth noting that in the fight against illegal traffic is included not only the management of "K", but also other authorities that will deal with various types of traffic. “Some people are engaged in the fight against extremism, and others are involved in child pornography,” says Anton Kuznetsov.

If the backbone operator refuses to block the source of pirated traffic indicated by the authorities, then there is a risk of losing the data transfer license. In total, there are about ten long-distance operators in the Russian Federation, including Rostelecom, Megafon, Vimpelcom, MTS, Transtelecom - this makes it easier to send notifications about illegal resources.

Interestingly, the Ministry of Communications and Mass Media, according to employees of this department, did not participate in the development of this proposal. This is an initiative solely of the Ministry of Internal Affairs, or rather, of the “K” Office. “The government makes such decisions, either according to its work schedule, which appears in August, or directly on the instructions of the president. An order to the government to consider the possibility of a change in legislation may appear after a meeting of the security council, ”says Anton Kuznetsov.
