Beltelecom banned USA traffic?

During the last day .by sites with usa IP are not loaded. I tried to use a proxy from another country, everything is OK. What would it mean?
There is an assumption that Beltelecom banned the entire state traffic. I wonder for what purpose?
I would be grateful for ideas in kamentah.
