ipfw with dummynet for windows and linux

Suddenly I came across ipfw with a working dummynet for Windows (although there are Linux binaries and sources). Once upon a time I tried wipfw , but the dummynet didn't work in it, and the project was abandoned long ago. Actually, that’s all. the scope of use and the degree of need for this utility everyone will determine for himself - I see no reason to tell what ipfw is .
